If schools want to solve these obstacles, they need some helpers to support them. The important helper is the federal government. Every year, the federal government designs some programs to help and encourage the effective use of technology in classrooms and eliminate differences in students’ access to technology. If the governments want to help students to access to technology, they can provide more free wireless networks in public places, such as shopping malls, libraries and parks. When people need wireless networks, they can go to the public places to use the Internet. Schools also can get funding from some good programs. TLCF is a a very good program to offer technology education to students. TLCF is The Technology Literacy Challenge Fund. It supplements state, local, and school-level efforts to fully integrate technology into teaching and learning so that all students can become technologically literate. 


TLCF program provides training and support for teachers to help their students learn using computers and the Internet. Teacher training is important role in the education and it is good for the future technology initiatives. Every teacher has professional development needs, so they need to intensive training in new technology tools. In the training, teachers learn basic and useful technical knowledge.  We can put teacher in different level. It means that if the teacher have more technologies skills, they can take high level classes. If teacher does not have good technology skill, they can take some basic class.  When they know how to use a tool, they can make integrate the tool into their existing curriculum. TLCF also proved classroom Internet connections and computers. 
E-Rate Application 
We can get some helps from businesses.Some companies can offer some money to student who live in low-income family. Some companies offer free the Internet and reduced prices for students. Each year, we can get some funding from some businesses and companies. Some companies also offer some program to help students. Businesses and governments offer the E-rate program to help student using the Internet at schools.The program provides discounts to assist most schools and libraries in the US to obtain affordable telecommunications and Internet access. The E- Rate provides $2.25 billion in discounts annually for advanced, affordable telecommunications services, Internet access and internal connections to public and private schools. E-rate program helps poor schools to solve the cost problem, so they can make more student has an equal opportunity to use technology. These tow findings offer many equipments to schools. Schools can apply this program online, and it is big helper. If schools get E-Rate, they need some good teachers teaching students. Teachers play very important role in education. If we want to students can learn good computer skills, we need to provide good curriculum to them.  When teachers can use computers skillfully, they can design technology knowledge into curriculum. It can make students have more opportunities to use technology and learning skills. Training teachers can help teachers successfully to teach more students using technologies in the classrooms.

Community can help schools to solve some obstacles. Community could not offer funding to schools but they could provide some professional coordinators to schools. They also can provide some volunteer to schools. These volunteers can help school solve many problems. They can teach students use computers, and tech some technology skills to students.  Some volunteers who are computer major, can provide equipment upgrades, and regular maintenance. When teachers or students have some problems, they can ask these volunteers. Volunteers can help them solve some questions. .Community can provide free the Internet to students. Community to offer a public computer room. If some students need to use computers to do homework, they can go to the  room.  It help students getting more opportunities to use computers. 

Do you think Universities can help schools solve obstacles? I think YES! The main reason is that universities can provide teaching support and technical support to schools, and they can provide future teachers to schools.  Every year, many people graduate from different universities, and they go to schools to become a teacher, so university is a good place to educate future teachers. When these people learn in the university, they can learn how to teach, and how to become a good teacher in the school. When they learn some professional knowledge, they can use this knowledge to teach students when they are working. University can offer some perfeesional knowledge to schools, they can give teachers a good training. Therefore, university also can help schools solve obstacles and planning for the future.
